Workplan for LO in I/S LO750

I am a consultant, specializing in project management.
Recently, as potential client asked me to give them some
ideas on a work plan to implement a learning organization in
an information systems organization. I suggested starting
the project by creating a team to define the desired
Learning Organization as a "product" - by product I mean
something concrete, easily communicated in every day terms.
The next step would be to take this "product" to the
organization.

The potential client questioned if it was possible or
advisable to define a learning organization as a product.
She says that learning organizations call something from the
heart of people, whereas a prodcut is external and doesn't
call on the heart.

I am interested in feedback from people who have defined
and communicated the idea of a learning organization to
a large organization? How did you do it? What thoughts
do have on defining it for an organization as a prelude
to implementing it.
