The "study" which interviews people and gathers data without declaring
an endgame plan can be useful at gathering information. Once the plan
is developed, informal input will often reveal concerns about the plan
which can be helpful in anticipating adverse reactions.

This does not eliminate resistance. It just identifies some of their root
causes that might torpedo the change process.
