About change, resistance to change, change management, etc. LO573:

A lot has been written on change, etc. in the last 10 years. The questions
Tobin Quereau poses are a the heart of a book titled _Aftershock: Helping
People Through Corporate Change_ by Harry Woodward and Steve Buchholz (John
Wiley & Sons, 1987). It's old but very relevant. Incidentally, it's also
required reading for DNR managers.

We're going through a major department reorganization (we're a statewide agency
with over 3,000 people) and our primary focus is getting staff and public
participation in the change process, starting with asking people what they
think we do well and what we don't. We make a lot of mistakes, but in this
case we've done it the right way. Our most active reorg. subcommittee is the
one dealing with change; most of its members have taken change management
courses.

If it can happen in government, it can happen anywhere.

Tobin's questions were:

1. What are your concerns (fears, doubts, etc.) about this choice
(decision, option, change, etc.)?
