I appreciated your question regarding organizational priorities in times
of retreachment in the public sector or in non-profits.

And it is my take that it is indeed an issue of priotities. Most leaders
in organizations, trained in a tradtional sense, are trained to help the
organization do whatever it does better. That is, make more widgets,
faster and cheaper. Increase the achievement scores of students by x
number of points etc. without impacting the budget. I'm involved in some
research that focuses on the need for the leaders to really focus and make
their number one priority that of assisting the organization to thrive. If
seen in a more broad context (guiding the org to thrive) rather than the
micro need of producing more products, perhaps the decision to commit
resources looks different. Make any sense?
