At the time of Moses there also existed Hammurabi who wrote
the first known code of laws in Syria. There is strong evidence that
the 10 commandments, written on two tablets, was an attempt to show that
the Jewish neighbor was as good as the highly developed Syrian culture
next door.
So maybe the first hierarchy came from Syria.
