In my experience, each unit manager has a considerable latitude in how
their human resource is deployed. Granted, there are jobs that must be
done BUT the way they get done often is open to considerable latitude.

Thru education, team-building, and leadership, it is SOMETIMES possible to
make a significant difference in a department of as little as 50 people.
