was speaking with Peter Senge at a recent workshop. His reply was: "It is
possible for it to grow from the bottom up, but it has to have several
people who are visible and commited" he went on to say that it will be,
"like patches of grass growing on a new lawn" It takes a lot longer and it
only will pop up in spots.

Jaworski mentioned that his views differed from Senge's who does not think
L-O can fly without top management commitmtent and encouragement. I sure
know one thing: IT IS EXTREMELY DIFFICULT working from the bottom up.
