3 issues that have 'popped" into my head re this issue and in true
"intuitive" form Iam unable to comment on their relevance

1. It seems to me that there will always be the thrust within
organizations to close off on gathering information during a change
operation. It is my bias that the BPR practitioner's role is to keep it
open because everyone else wants to close it. So you can never stop
gathering info. from interested parties. When everyone wants to close off
and get on "with the job", then possibly it is the time to close.

2. Particpation tends to imply involving everyone. To my mind it means
involving those who wish to be involved.

3. The idea of identifying and adddressing what is negotiable and what is
not negotiable at a process level , also appears relevant.
