Barriers to (BPR)-Change

On Oct 8 i posted the high-level portion of a barrier model, i am currently
working on. I hoped to start a thread and discuss the elements with some of you
after several subscribers expressed their interest. So far I have only received
one (very interesting) feed-back. I am still very interested in further
discussion. What about you ?
