11.16.1 Declaring combats

Terrain (replaces third paragraph)

All units (except MAR) are halved attacking across a river or canal.

Background/Purpose: MAR units cost more due to the special equipment and training they receive. This expertise should apply to any cross-water situation, not simply invasions.

Dave's Notes: seems a logical extension of capabilities. As most MAR are only 5 or 6 combat factors anyways, they will be only a point or two better than any other corps you could have gotten to cross the river, hardly a dramatic shift in the situation.
