Beginning in 1943, US convoy points take only 3 turns to build. In 1944 and afterwards, US convoy points take only 2 turns to build.

Background/Purpose: the time to build a "Liberty" ship (and the later model, Victory ship), a basic merchant marine vessel, was reduced tremendously by American industry in the later war years.

Dave's Notes: Allows the USA to build CPs on an as-needed basis late in the war.
